American Recovery & Reinvestment Act History
The American Recovery and Reinvestment Act of 2009 (ARRA), passed in February 2009, is an unprecedented effort to jump start our economy, create or save millions of jobs and put a down payment on addressing challenges so our country can thrive in the 21st century.

The Act is an extraordinary response to a crisis unlike any since the Great Depression. It includes measures to modernize our nation's infrastructure, enhance energy independence, expand educational opportunities, preserve and improve affordable health care, provide tax relief, and protect those in greatest need.

Stimulus Explanation
The American Recovery and Reinvestment Act of 2009, known to many as the stimulus bill, became law in February. The goals of the Act are to improve our nation's aging infrastructure while creating and maintaining jobs during this national recession.

The funding programs identified in the stimulus bill give Hamilton County, Indiana an opportunity to take positive steps forward in both infrastructure improvement and job creation.

Information for each program identified in the stimulus bill is being released by the appropriate federal agency on a daily basis. As we receive this information, we will analyze it and identify any potential County projects that are eligible to use the stimulus funding.

Recovery Act Overview
The American Recovery and Reinvestment Act (ARRA) was signed into law by President Barack Obama on February 17th, 2009. The purpose of the ARRA is described below:
  • To preserve and create jobs and promote economic recovery
  • To assist those most impacted by the recession
  • To increase economic efficiency by spurring technological advances in science and health
  • To invest in transportation, environmental protection, and infrastructure
  • To stabilize State and local government budgets, in order to minimize and avoid reductions in essential services

The federal government has established a Recovery Act website to provide transparency and accountability for the American Recovery and Reinvestment Act. The Indiana website will accomplish the same goal for Hoosiers.
