Consolidated Annual Performance and Evaluation Report (CAPER) 

Hamilton County, an Urban County as defined by the U.S. Department of Housing and Urban Development (HUD), began receiving CDBG funding in 2004. Community Development Block Grant (CDBG) funds may be used for housing, economic development, public infrastructure and public services in its local communities. Programs and projects must benefit low to moderate-income households, individuals or neighborhoods with high percentage of low to moderate-income residents. The 2017 Action Plan is based upon the Consolidated Plan for fiscal years 2014 - 2018.

Each year, the County must prepare a Consolidated Annual Performance and Evaluation Report (CAPER) and submit it to HUD. The CAPER reports and assesses the progress made towards achieving strategic and specific activity goals first proposed in the Consolidated Plan and the Action Plan. The 2016 CAPER reports on the activities accomplished and goals achieved during the Fiscal Year 2016 (October 1, 2016 – September 30, 2017).

The 2016 CAPER (PDF) is available for download and will be available for public review and comment from December 11, 2017 through December 26, 2017 by download as well as at the Noblesville Housing Authority, Monday through Friday from 8:00am – 4:00pm at:

 Comments on the report should be submitted on or before December 26, 2017 in writing to Christopher Allen, CDBG Coordinator, at the above address.  This report will be submitted to the U.S. Department of Housing and Urban Development on or before December 31, 2017.

Consolidated Plan History


Beginning in 1995, the U.S. Department of Housing and Urban Development (HUD) required states and local communities to prepare a Consolidated Plan in order to receive federal housing and community development funding. The Plan consolidates into a single document the planning and application requirements for the Community Development Block Grant (CDBG). Consolidated Plans must be prepared every five years, with updates required annually.

Plan Purpose


The Consolidated Plan serves 4 separate but integrated purposes:
  • It is a community-based planning document for the County
  • It is the application to the U.S. Department of Housing & Urban Development for the County's formula-based Community Development Block Grant (CDBG) funds
  • It describes the strategies the County will follow in carrying out its CDBG program for the period October 1, 2014 through September 30, 2018
  • It includes an annual action plan against which performance may be measured

2015 Consolidated Action Plan

The 2015 Consolidated Action Plan identifies how funds from the U.S. Department of Housing and Urban Development (HUD) will be spent in Fiscal Year 2015 (October 1, 2015 – September 30, 2016).

Funding Details


CDBG-R is the CDBG portion of the ARRA funds. The County Commissioners received an allocation of $214,753.
  • $161,066 is being used for infrastructure projects in eligible census tracts
  • $32,212 is being used to assist eligible households impacted by the recession with emergency rent, mortgage and / or utility payments
  • The remaining 10% is to administer the program.
The Noblesville Housing Authority will be the lead agency administering the program.
